TWO EXECUTIVE ORDERS TO FACE THE COVID-19 OUTBREAK IN FRANCE

USPA NEWS - Two emergency orders issued under Law No. 2020-290 of March 23, 2020 to deal with the COVID-19 epidemic were presented to the Council of Ministers of May 2. The Minister of Solidarity and Health has presented an ordinance establishing aid for approved health care workers whose activity is particularly affected by the COVID-19 epidemic. The ordinance (executive order) allows the health insurance to allocate financial aid to the liberal health professionals in order to enable them to cover their expenses vis-a-vis the fall of activity which they undergo. It completes the system already planned for health establishments. It is thus the entire health system, whose mobilization is essential, which is financially supported in the crisis.

The aid will take into account, in particular, the drop in activity suffered individually by the persons concerned, the average load level of their profession or their medical specialty as well as the aid which they may have received elsewhere. They will give rise to a first payment in mid-May and will be regularized according to the final assessment which can be made of the activity of health professionals during this period. This aid will be financed by health insurance, and if necessary by complementary organizations.The Minister of Labor has presented an order temporarily adapting the time limits applicable to the consultation and information of the social and economic committee in order to deal with the COVID-19 epidemic. The order finalizes the adaptation of the time limits within which the social and economic committee and the central social and economic committee are consulted and informed prior to the employer's decisions intended to deal with the economic, financial and social consequences of the spread of labor.
