The Prime Minister, keen to respond to the concerns expressed by farmers and to encourage constructive dialogue, is today announcing a set of fourteen new commitments aimed at supporting the agricultural sector and responding to the numerous demands expressed throughout France for several months.
These commitments clarify and complete the sixty-seven commitments already formalized on January 26, 2024 and complete the additional work requested by the President of the Republic at the opening of the 2024 International Agricultural Show. Faced with distress and challenges met by our farmers, the Prime Minister is strengthening his commitment to the agricultural sector, an essential pillar of our economy and our food sovereignty. Thus, the six pillars of our action will be strengthened.
These include:
1. Preserve our agricultural and food sovereignty with a list of 100 agricultural water projects, compatible with sustainable management of the resource, the work of which will be finalized by the end of the year and a modification of the decree of 2021 simplifying exemptions for hydraulic reservoir projects.
2. Better recognition of the profession of farmer with an improvement in agricultural pensions by taking into account the best 25 years from 2026
3. Restore value to our food and income to farmers by supplementing cash flow support measures thanks to Bpifrance to the tune of at least €100 million by directly granting cash flow loans of up to €75,000 and by guaranteeing commercial bank loans of up to 200,000 Euros for farms experiencing difficulties
4. Protect against unfair competition and strengthen the competitiveness of our agricultural operations through a reduction in the tax on undeveloped land and an improvement in the operation of the precautionary savings allocation
5. Simplify the daily life of farmers by committing to the presentation by the summer of a legislative text making it possible to translate the commitments, the evolution of strategic phytosanitary advice and the methods of application of the separation of sale/ advice
6. Ensure the renewal of generations in agriculture by launching, on the one hand, a support plan for Mediterranean agriculture to support farms which are experiencing difficulties, particularly in the face of the impacts of climate change, and on the other hand by developing plans and territorial future contracts

The Prime Minister and the Government call on all stakeholders in the agricultural sector to work together in a spirit of responsibility to implement these measures which reflect a clear commitment and a vision for the future for our agriculture and our food sovereignty.
Prime Minister Gabriel Attal underlined the importance of these measures to ensure the prosperity and sustainability of French agriculture. “Our Government is fully committed to supporting our farmers, who play a vital role in our society. These additional measures, in addition to the 67 measures that I announced on January 26, demonstrate our determination to meet the needs of our farmers and to guarantee a prosperous future for our agriculture," he said.
